		<description>The old boys network probably will win out.  Logic has nothing to do with it.

With regard to the lighting sequence, the reason it has a mind of it's own, is that it relies on sensors to detect when a vehicle is waiting at a junction.  You can see these on top of the metal pole holding the light fixture.  If it detects a vehicle, it will try to manage the sequence to let that vehicle move.  Unfortunately, I can't count the number of times I've been waiting at a junction for 5 mins because the sensor couldn't detect my bike, only to have a car pull up behind me and have the sequence change to green immediately.
